Center State Science Conclave

India, as a nation, as made substantial progress in the area of Science, Technology and Innovation (STI) during the last decade. This is reflected in terms of our improvement in the global ranking in some global STI indicators like number of S&T publications, number of Ph.Ds, number of Startups, Unicorns etc. In addition, India is also marking its presence globally in the areas of disruptive technologies like AI, ML, Quantum Computing etc.

With these advancements, it is necessary to reorient STI efforts in terms of priorities, sectoral focus, strategies and approaches towards solving societal problems. It is thus important to revisit and re-energize the way research is conducted and technologies are developed, deployed and translated for societal good. The Centre and State can work together and play major role in further strengthening the national STI ecosystem.

With these priorities in mind, the Department of Science and Technology, Govt. of India along with Govt. of Gujarat is organizing a two-day “State S&T Ministers’ Conclave” at Gujarat Science City, Ahmedabad on 10-11 September 2022 (Saturday-Sunday).

The two-day Science and Technology Conclave will have a new dimension as several action-oriented decisions will be taken and all States and UTs will be asked to have individual STI Policy on the line of National STI Policy. Centre will also work jointly with States to address their Specific STI needs, challenges and gap areas and evolve solutions.

The Conclave, which has been conceptualized for the first time, aims at fostering proactive engagements between Centre and States in S&T, creating a mechanism to facilitate the flow of STI information and data between Centre and States, Capacity Building of Scientists, technologists and professionals from States in key technology areas along with Centre-State coordination and monitoring Mechanism in STI at the highest level.

It is planned to have Science & Technology Ministers of all 28 States, Administrators of 8 UTs, key officials from States – Chief Secretaries, Principal Secretaries in-charge of S&T in the states and all Science Secretaries to Government of India e.g., DST, DBT, DSIR, MoES, DAE, DoS, ICMR, ICAR, Jal Shakti, MoEF & CC, MNRE and CEOs of over 100 Start Ups and industries to take part in the two-day Science and Technology Conclave.

Hon’ble Prime Minister has given his kind consent to inaugurate the 2- day Science Conclave of the Science & Technology (S&T) Ministers from all the States and Union Territories (UTs) at Gujarat Science City, Ahmedabad on 10th September, 2022.
